Tracking of Mobiles, Vehicle & Stolen Vehicles(G2G, June 2008) -takes care of searching the stolen Vehicle database and sends stolen vehicle information. This helps the AP Police-CUG to trace the stolen vehicles on the spot.

SMS FAST ACT SERVICE FOR LODGING A COMPLAINT TO POLICE (C2G & G2G, Jan 2009)-Citizen can lodge a complaint by sending an SMS to 9010100100 using key words such as T-Traffic, Te-Terror, W-Women, C-Crime, Others . The received SMS will be stored in a database and a voice alert is received by the staff of Control room. As per the request from complainant, it will be forwarded to the concerned Officer /Group of Officers.

The EEMS software has been developed using Microsoft Visual Basic and Microsoft SQL server.

Various State/District/ Block/Panchayat level reports can be generated. The software has been developed using MS-Access.

Sonitpur was taken up as the pilot district under sponsorship from DIT for the Registration project and e-Panjeeyan has been rolled out in all the four SROs in that district during May-October this year. Till now, it has also been implemented in nine Sub-Registrar Offices. The Chief Minister was kind enough to inaugurate e-Panjeeyan at Jorhat on 3-11-07 in presence of Minister (Revenue). At other places also, Minister(Revenue) and/or other high-dignitaries inaugurated e-Panjeeyan.

Online Web-based File Monitoring Software: It is an IT solution for monitoring and movement of various files in the Chief Secretary?s Office. This is successfully implemented at the office of Chief Secretary and Deputy Commissioner's Office, Dibrugarh.

Web-based Telephone Information System ? An MIS developed for General Administration Department, Govt of Assam. This application is developed to computerize all the telephone /mobile connections and bills of all the departments under Government. of Assam.

SDO Suite-(E-Governance solution for Subdivision Officers): The Subdivision is an important level of government hierarchy below the district and SDO-Suite takes care of various G2C services from the office of the Sub divisional Officer. This system helps in issuing varios certificates like Land sale Permission, Legal heir certificate, Issue of Passport Verification Certificate, Birth and Death Report, Non creamy layer certificate, Permanent Residential Certificate, Meeting Order. The SDO suite is implemented at present in three locations.

NREGASoft: Data entry for NREGASoft is being done in all the districts of Assam with the technical support of NIC. NIC has conducted a number of batches of training and workshop on the software for all the 27 districts at the state capital and later on these participants conducted the trainings in their respective districts.

PlanPLUS: State level and district level Trainings on PLANPLUS software for creating the Annual and Perspective Plans have been conducted for the 11 BRGF districts of Assam. The State co-ordinator has provided training support for other NE states like Arunachal Pradesh and Meghalaya.

Monitoring software for the Department: All technical support for implementation of other monitoring software for the schemes like Rural Housing, IWDP, SGSY, DRDA Admin, etc. is being provided to the Department.

Another aspect which remains hidden from the public eye is the invaluable services that the CICs rendered for the State and Central Governments. They assisted practically in computerization of:

• Election processes such as voter data entry, assistance in poll party randomisation and monitoring, online data entry for results monitoring, results analysis, etc.
• National projects such as Below Poverty Level (BPL) data entry, National Rural Employment Guarantee Act (NREGA), etc.
• Block Development Office activities and processes

Assam CICs were comprehensively ahead of the other states in performance when compared to the entire Northeast including Sikkim. On their own they earned a total revenue of more than rupees two crores and managed to save almost rupees one-and-a-half crores. The following statistics given as percentage of the total of the Northeast proves the point:

• Percentage of CICs in Assam : 44.9 %
• Revenue earned by Assam CICs : 78 %
• Savings of Assam CICs: 78 %
• Persons trained by Assam CICs: 64 %
• Persons who have visited Assam CICs: 62 %

The NIC Assam State Centre in collaboration with NIC Headquarters monitored the functioning and status of each and every CIC during the seven-year period. A web-enabled software application developed by NIC enabled CICs and equipment-maintaining vendors to update the status of equipment on a regular basis so that non-functional equipment could be instantly identified and maintenance agencies directed to rectify them. This ensured almost zero downtime for the CICs as a whole.

NIC also acted as the technical consultant for CICs helping the practically by providing technological inputs.

CIC Achievement

Thanks to the CICs, a large section of the rural population is now aware of the potential of ICT. They have also been trained in the basics of accessing and utilizing ICT services and facilities. Government officials at the block administration level have also been exposed to the potentials of ICT to a great extent due to the services provided by the CICs. The CICs have performed the crucial role of orienting the people towards ICT, and preparing the ground for more sophisticated ICT initiatives in the future.

Data Entry Module contains the option of entering details about Education Block, Circle, Subdivision, Town, Panchayat, Village, Habitation, Schools , Teachers & other employees in the schools. The codes for all the code files were generated through the program including School codes and Teacher Codes.

Data Editing Module contains the option of correcting schools and teachers data.

Checklist generation module generates the printout of the data in the format in which it has come. The data is to be checked from these checklists and corrected if necessary.

The Report Generation Module contains a few standard reports for Education Department.

Following steps were followed to implement the system in all the districts :

• Data Entry s/w has been distributed to all the districts for implementation.
• Checklists programs were developed to print the data for checking and sent to all the districts.
• Programs were developed for correction of schools data and teachers data.
• A few programs were developed to merge the block wise data, Secondary data and Elementary data. The programs were extensively tested for Foxpro under Windows and Foxplus under Unix .
• Data entry was completed for all the 23 districts of the State.
• The whole data on Teachers database has been ported to MS-Access and submitted to the Office of Sarva Shiksha Abhijan Mission for generating reports. Data is also submitted to Directorate of Elementary Education.
• Reports were generated with 10% out of total teachers data for all the districts and submitted to Education Dept . The Dept went for field verification of those teachers. Later it was informed that data was 99% correct.

This is a major project where we have more than 2,00,000 teachers and other employees data for all Govt and Provincialised schools.

In addition to providing intra-departmental and inter-departmental services at one place in a secure and reliable way, it has become an efficient monitoring tool also. Access to various applications is based on single login, as per assigned roles, and for valid domains only. It is also easy to maintain and manage the application and is highly scalable. As applications are more or less common across various departments, it is widely acceptable thus avoiding duplicity of efforts. For the benefit of employees, special emphasis has been laid on provisioning informative contents and various forms and procedures.

The Portal is securely hosted in state of art Network Data Centre in a fault tolerant environment so that there is no downtime. Any new application is also accessible through the portal. Some of the applications accessible through the portal are Visitors Information System, File Monitoring System, Meeting Manager, Court Cases Monitoring System, Licence Fee Monitoring, Budget Information System etc.

Impact of the project

Since, the portal is available on 24*7 basis and is accessible from anywhere, it has generated a very large user base which is growing steadily. Any of the applications already available can easily be replicated for another department and can be easily scaled for new applications. Since, there is an effective role management, it is thus highly secure and robust.

Currently twelve applications are deployed which are accessed by most of the departments of the Chandigarh Administration. Apart from it there is whole lot of information available which is of interest to the employees. Alert services are also very efficiently handled in the applications thus giving substance to the whole concept.

This is a centralised work-flow based application, which is accessible only through the Intranet Portal of Chandigarh Administration after the login and role of the user is authenticated. Many departments of Chandigarh Administration are using this application to manage and monitor their files. Most of the departments are either on LAN or have high-speed connectivity through Chandigarh SWAN, to access this application. It is a highly secure system with every concerned person having a proper login name and password for his own department/sub-department, so that nobody else is able to tamper with the data. The application also caters to file movement from/to departments where FMS is not running, by maintaining the links.

Impact of the project

It has resulted in very effective monitoring of files as every concerned user is sure of latest file status at his/her end. This makes the file flow very effective and speedy. Also, the people concerned are answerable for any negligence and delay on their part.

Different types of reports-Date wise Diary List, File History, Category wise Diary list, Summary report and alerts like Pending status and those which are due also assists in monitoring and management. An effective search facility ? based on marked to, marked from and multiple options serves as a very important tool to mine through the voluminous contents.

This application is also accessible through the Intranet Portal only and is being used by all the departments of Chandigarh Administration. The departments are either connected through building LAN or are part of the Chandigarh SWAN, which is fully operational. Remaining departments connect through Broadband to access this application. Access is based on user login, assigned role and the IP address generating the request, thus making it safe and secure. The master files for the application are common to various other applications thus giving consistency to the implementation. There are different sets of roles for users and depending upon the role of user the different option of menu will be enabled for the logged in user.

• Secretaries -Can view all cases for his department .
• Head of Departments ? Can add/edit all cases for his department and sub-departments.
• Dealing Hand ? Can Add/Edit all cases for the sub-department .

The CCMS application has its own mail feature for its users. For cases of contempt, its information is sent to concerned contempt authority via mail regarding the contempt of this case through CCMS mail and a copy of mail will be sent to user's mail account, which is frequently accessed by him/her.

Impact of the project

At a click of button complete case summary for a particular department or multiple departments is available and the details of particular like case history or current status, can further be viewed. Feature of alert mail makes it very convenient for the users as the whole process is strictly time bound. An efficient facility of user role management is very helpful for the head of the department as it consolidates information pertaining to various departments under him. Facility to analyse performance of counsel is also there alongwith number of reporting options.

Visitors details are reflected on the screen of officers on the basis of the passes issued. Facilitates officers and officials to enter their availability in office so that if an officer or official is on leave, then the visitor is informed at the counter itself. There is also a facility for an officer or official to enter the list of expected visitors so that passes can be issued without confirming. A querying facility allows generating report of visitors, which can be in between two dates, department-wise, particular officer-wise etc.

Impact of the project

The process of issuing visitor passes has been simplified and is much faster. Availability status of officer/official is available at the reception which helps the visitor. Likewise, officer/official too is aware of his visitors and can plan and prepare accordingly. Various reports and searching assists in responding to day to day queries.

Calculation of rent is dependent on a number of conditions like whether employee is of state or of board/corporation, whether allottee has his own house in the tricity of Chandigarh, Panchkula and Mohali, occupied beyond the prescribed limit etc. The licence fee is deducted by the allottee?s department and treasuries book transfer it in the department?s account. But in case of transfers outside Chandigarh or death/retirement/suspension of allottee, the department does not deduct rent from the salary and it becomes the responsibility of individual to deposit the rent. Monitoring the rent status of a large number of allottees having different licence fees is a very time consuming and cumbersome process. Since, the process is ongoing, more and more cases are added daily which necessitated to have a computerized system.

The application is accessible through the Intranet Portal and is accessible based on login and the assigned roles and is secure.

Accessible through the Intranet Portal of Chandigarh Administration, where user is authenticated for the security and the roles assigned, a meeting or an appointment can be convened. The agenda can also be sent alongwith and the participants are informed through mail regarding the meeting, date and time, venue and the agenda. Any change can also be easily made and meeting details for a particular date are reflected on the screen of all users.

As the next logical step to eSampark Centres ? where transactional services were being provided, the Administration set up e-Jan-Sampark Centers, to dissemniate useful free information services to the citizens. Every Center supports multi service delivery (information delivery and non-transactional services) which is a judicious mix of all the possible government services and information and other localized services which are needed by a citizen.

This initiative targets that the benefits of ICT reach the people without PC and internet connectivity and also saves their valuable time and money consumed in travelling to government offices.

The type of services provided include

• registration of grievances and applications seeking information under RTI relating to all departments at one place .
• OPD appointment in government hospitals .
• Sale of adhesive stamps and stamp papers .
• All procedures and forms for all departments .
• Education and Health related information services e.g availability of blood etc.
• Inquiries relating to Passport status; Railway booking status, examination result etc .
• Providing access to all Govt websites.

These services are provided free of cost except when the citizen needs any print out, the same is available at a nominal cost per page of print out.

A central nodal officer has also been appointed, who monitors the overall status and takes necessary remedial action if any delay or problem is observed eg which all departments are regularly using it, how many grievances are received, disposed, pending, delayed and replied/filed by each and every department. Central nodal officer can provide the latest status at any stage and can escalate it to higher authorities in case any laxity is observed.

Impact of the project

This application has found a very favourable response from the citizens as many grievances have been lodged by them ever since it was started. It also saves them of the need to personally visit a department for lodging a grievance. Since, it is a work-flow based application the latest status is always reflected and senior officers can monitor it more efficiently.

The facility is subsequently going to be extended to other hospitals, polyclinics, clinics, dispensaries, laboratories etc and with additional facilities like getting prior appointments for lab tests, X-rays, new patients, bed availability, blood availability etc.

Impact of the project

It has come as a big relief for users, who already are patients, as it not only saves them in terms of time but also efforts and inconvenience that they go through. Hospitals too have a list of patients scheduled to visit OPD and can schedule accordingly.

The project e-Kosh is intended for intranetworking of all the 18 district, 1 city and 45 sub treasuries, 3 divisional joint director offices in the state with the directorate using VSAT network to facilitate accessing a common pool of data resources for budget distribution, online bill passing, pension disbursements, receipt consolidation etc. and enable the finance department reporting the latest financial position to government from time to time. e-Kosh is running successfully since April 2005 in all the treasuries and sub treasuries across the state. e-Koshonline provides online information to government departments, DDOs, citizens on expenditure, receipts, budget availability etc. in a classified manner.

NPS (CPS) Accounting System

The requirement is initiated as a result of state government order that employees recruited on or after 1.11.2004 shall be covered under the New Pension Scheme (Contributory Pension Sceheme) that has come out in January 2006.

LoC System

Letter of Credit is issued to the Executive Engineers who are also DDOs of works departments to enable them to draw amount to the cumulative limit of budget mentioned in letter of credit from time to time.

e-Karmachari ( Employee database )

The data pertaining to employees of state government under the categories of Permanent/Temporary/Contract and Contingent is captured and maintained in central server on oracle database. The data comprise personal information, initial appointment information, present posting details, nominee-details besides details of transfers, promotions, disciplinary cases from time to time.

e-Challan

e-Challan is the web enabled software to facilitate capturing of online payments made by the users who have an internet enabled online bank account. The users can make any government payment of any department by simply filling the e-form provided and through the selected bank?s gateway in which he/she has an online account. The data at the end of each day will be communicated by the bank concerned to treasuries for compiling required receipts account.

Pension Management System

Online pension management system is developed and maintained to automate the pension processes at divisional joint director offices from accepting the case to calculation of pension, gratuity, commutation and preparation of orders on pre-printed stationery for issue to beneficiaries, treasury concerned, DDOs and AG office. Pensioners database is created by capturing information of existing pensioners and maintained. Treasuries access the online database to release initial payment and transfer the case to the choice bank of the pensioner. The broad objectives are to track monthly pension payments, evaluate government requirements on pension liabilities from time to time and redressing the grievances of pensioners. Monthly pension payments from banks and treasuries are captured to monitor the eligibility criteria once the pension becomes family pension

Technologies used:

For cost effectiveness, Oracle 10g DB EE is used at central server, Oracle 10g DB Std. Edition 1 is used at Treasuries and free edition of Oracle 10g DB Express edition is used at sub treasuries as a backend database. Visual Basic serves as front end requirement at treasuries while web technologies of PHP, ASP.Net, JSP, Java with web server are used for online software projects mentioned above.

The project has been operational since Nov 1st, 2007 and proved to be giving envisioned results. Registration of 1500 mills, granting of permission and generation of delivery orders are being done through a web based application ensuring uniform procedures throughout the state. Automated allotment eliminated grafts involved to get excess allotment. The computerization ensured 100% lifting before 6th of every month.

Fruitful Innovations used in the project.

Adopting Motor Cycle Riders for data transmission.

Paddy procurement centres are generally in remote locations where internet connectivity is not available. V-Sat based internet connectivity is available in Chhattisgarh at block headquarters in the offices of Janpad Panchayats. Motorcycle riders have been hired to bring data everyday from procurement center computers to block headquarters, where they upload the data on the central server through the internet. This innovation has resulted in having near real-time data in the absence of internet connectivity.

Truck Dispatch Information to Citizens through SMS

Citizen interface web-site provides a method of citizen participation in monitoring of PDS. Citizens can register their mobile numbers on this web-site for participation in the monitoring of PDS by selecting one or more Fair Price Shops (FPSs). Whenever PDS commodities are dispatched to an FPS from the warehouse, an SMS is sent to all the mobile numbers registered for that FPS. This message has the truck number, the quantities of PDS commodities being sent by that truck, and the date and time of dispatch. This improved transparency and citizen.

An application in J2ME has been developed and loaded in a GPS enabled mobile phone with camera to be used at warehouse. When a truck with rice and other commodities reaches the warehouse for delivery, the truck is photographed using the application and sent to the server. The truck and receiver's photograph along with latitude and longitude reaches the server. Server side program compares the latitude and longitude of truck with latitude and longitude of the warehouse to ensure that the truck is the warehouse per misses by the said date and time. This innovation is helping to check diversion.

The project has received six national/international awards as on 01.03.2008 and short listed for Prime Minister Award and World Summit Award.

The textual data module was initially implemented at all Tehsil offices since December 2002 and later extended down to village level since 2007. Devanagari language support has been provided in the software with the help of UNICODE. All the Patwaris are given one Personal Computer each to handle the data pertaining to villages of their jurisdiction. Patwaris periodically update the database at Tehsil office. The system has facilitated villagers to acquire RoRs in the village itself that too instantaneously by paying nominal stationary charges fixed by the Government. The data from all the Tehsils is integrated at NIC District centre and made available to public for information and viewing through a website http://cg.nic.in/cglrc . This system has eliminated illegal manipulation of land records data by the Patwari as it is now made transparent to the public. The software has minimized the time and labour required to compile the land records data at Tehsil, District and State levels. The Patwari has also got rid of the cumbersome and time consuming process of annual KHASARA record preparation.

The spatial component of the BHUIYAN is to take care of Land Parcel map modifications and maintenance. All the Land Parcel maps (KHASRA MAPS) have been got digitized through Regional Remote Sensing Satellite Centre RRSSC), Nagpur. The software developed using open source GIS tools at present provides facility to view the map, divide a single map into multiple parts, merge Khasra maps into one, printing of map to desired scale and map based depiction of answers to some queries such as highlighting the Government lands in the village etc. The module is considered by the NIC HQ for enhancement by adding more features, its generalization and customization for other states.

The SRS (System Requirement Specification) is prepared in coordination with team from NIC, Bihar State Unit and Electricity Department for RACE (Revenue Administration through Computerized Energy billing). The department approves the SRS. All Billing are done through this software and it is fully operational. In second phase it was implemented at Khanvel and running successfuly. - In future we are planning to make it on-line payment module as the present software is web based versions and developed using OPEN Source Technology (JAVA).

The system facilitates smooth accounting and efficient control on the treasury operations at the treasury as well as at the State Finance department through a web based MIS.
Secure operations, proper validations and checks specially on Fund ,Online advices to the Bank, introduction of Biometrics security at the Treasury Officer level and Salary Bill entries at the DDO level itself are some of the unique features of the system.

Online preparation of salary Bills provide accurate Bill and schedules data with ease, accuracy and smoothness to the treasuries. The system provides a friendly interface to the DDOs for their salary data management and a useful MIS. The advices are sent to the bank online. So the delay due to paper advice and subsequent scroll entries are eliminated. The process of accounting has also become smooth and faster because of this.

Compulsory capture of GPF/CPF schedules at the source will be facilitating the GPF accounting, eliminating the dependency on the DDO's Collateral evidences in future.

The checks on Advance Contingency Bills have helped the administration to keep an eye on any such possibility to escape the submission of related details by the DDO.

The feature of capturing DDO?signature and Messengers photographs helps treasury and Bank officials to have a ready check on their system.

The MIS provides daily receipts and expenditure positions up to the subhead level for any treasury, DDO, demand no. etc. DDOs and Subscribers can view the details of their GPF/CPF contributions along with the TV no. on the web interface directly.

A two tier application with front-end developed in Visual Basic and the back-end database is Oracle 9i running in Linux box. The Registration Certificate and Driving License issued on smart card are SCOSTA compliant with incorporation of proper key management for security.

A newly developed module for ONLINE PAYMENT is ready for pilot implementation.

The PMS s/w captures all the details of the prisoner along with the photo and the thumb impressions of the prisoner. Thus, eliminating any chance of impersonation.

The project was initially taken up in East Singhbhum on pilot basis. In East Singhbhum, all the khatiyans and Register-2 had been computerized and the Mutation process has been made online. Success at East Singhbhum has been a great moral booster and now the software is being replicated in other districts of the state. Replication process has been initiated at Ranchi, Dumka and West Singhbhum.

ONLINE RETURN FILING is ready for pilot implementation

The software has three types of users namely admin, GPF operator & CPS operator. The admin operator creates users, import data from the treasury, post the data imported from the treasury into proper tables & takes back up the database.

The GPF operator maintains the employee master, prepares GPF accounts of the individual as per the requirement, maintains interest rate of the GPF & maintains all other tables related to the GPF.

The CPS operator Maintain the employee master of persons joining under CPS scheme, [In case of CPS, the CPS number is allotted at the Directorate of Provident Fund, Ranchi. The software also generates the CPS number as per the guidelines given by the Finance Department, Government of Jharkhand], prepares the CPS accounts of the individual as per the requirement, maintains interest rate of the CPS, maintains all other tables related to the CPS.

The software has been successfully implemented at the District Provident Offices of the state.

In the 1st phase of the project 38 police stations of Ranchi District has been selected.

Civil, Criminal, Interlocutory, AO, Caveat cases are filed and access by the system. There is a provision of online slip and bench slip for the preparation of cause list. The Court masters of the courts update their progress or the action taken by the court online. The facility of enquiry counter helps the litigant, advocates to know the status of courts. All sections of the court also avail this facility for smooth accessing of the case.

Different types of statistical reports are made available like order sheet of the case, daily institution Register, Interlocutory, AO filing lists, defective list, pendency list, daily, weekly, monthly, yearly judge wise disposal lists, adjournment list, daily and monthly cause lists. The cause lists are uploaded on the website. One can generates the cause list on his/her own by choosing the option individual case wise, Party wise (Petitioner & Respondent), Judge wise and text wise. One can get the case status on website www.jharkhandhighcourt.nic.in . Litigant can also know their case status through IVRS.

The courtrooms, chambers of Hon?ble Judges, office of Registrar and sections are connected with LAN and 2MBPS leased lines to access the internet. All the Judges of the courts and registry members have e-mail accounts.

CMIS software is national project developed by NIC Hq. The City Civil Court, Ranchi has four buildings consisting of 45 courts. All Courts, Sections are connected by LAN with UTP OFC cabling. Internet connectivity is also provided to the Judicial Commissioner through VSAT.

Summary:

There are 22 District forums and a state commission in Jharkhand. Case Monitoring system is an intranet based application to record the proceedings of cases registered by complainants or appellants in consumer courts and provides an easy retrieval of information. Thus the job of monitoring the status of multiple cases as well as maintaining their statistics is highly simplified

The data fed to the system in the schools and uploaded to the Central server by the school authorities after verifications. Once the data is uploaded, it made available to the candidates for verifications. Any corrections, if any, were incorporated before doing any allotment process. Once the data is ready for allotment, centralized allotment is done off-line based on the rank, reservation category and options. The result of allotment is published provisionally for verifications. Based on the final result the admissions are done.

Non-joining information are updated on-line by the school authorities. Based on the non-joining details re-allotments are done many times. Finally the balance seat of reservation category were converted to general category and done the allotment.

Candidates those who were included in the rank list is eligible for admissions and they can register their options with order of preference and college-course. They can give any number of options and can be changed any number of times until the last date of option registration. There are Trial Allotments before closing the option registration and which is published for the reference of the candidates. Once the options are closed the data is taken for off-line allotment process. Allotment is done based on the rank, options, category of the candidates, availability of seats. The allotment list is published on web and candidates can print the allotment memo, they can pay the fee in the selected branches of bank. Colleges can download the list of candidates, who got allotment and paid the sufficient fees. Admissions can be made and colleges can update the non-joining details on-line. Candidates can re-arrange their higher options before re-allotment. Re-allotment is made by removing the non-joined & non-paid candidates. Re-allotments are made more than once and before each re-allotment the candidates get a change to re-arrange/delete their higher order options.

The system is for conducting the counseling for B. Tech. courses and allotment of seats. There are about 19 branches for B Tech course. The counseling was for about 1830 seats.

The System takes care of the following activities:

The eligible candidates can apply for admission to any Government/Aided/Government Self Financing (Govt. and Management seats), Private Self Financing Engineering Colleges (Govt. seats) in Kerala by giving option through the Website. Allotment was done by option processing. The candidates need not travel to the counseling centers and can give options from his home/internet cafe. Also the Counseling centers are set up for the candidates, those who are not having internet access. By the introduction of the new system candidates can take part in the counseling process from any where in the world. The system is in open source LAMP model. The LAMP solution is preferred to make the system a cost effective and robust one.

The project is aimed to establish a network based system to monitor the flow of Files & Petitions in Government Secretariat. The files, tapals / petitions will be captured at source and the movements will be tracked across the secretariat. There are add-on optional modules for Knowledge Management, Portals etc. Generally priority is given for areas where common people interact with the Government.

The existing software at FRIENDS locations cater to the requirements in stand-alone mode. The existing system has limitations and hence NIC has been entrusted with the responsibility of re-engineering of the whole system. The New solution is expected to have the following features.

The back bone of this system is the work-flow based File Movement in the Collectorate. From a Tapal / Dak to the File and upto the disposal of the File, the entire flow is handled through the system. The functional areas identified includes Workflow based File Management System, Public Grievances Monitoring System, and Revenue Recovery Management etc. In addition, there are add-on optional modules for Knowledge Management, District Portals etc. Generally priority is given for areas where common people interact with the Collectorate or Government. Citizen services delivery through KIOSK, SMS, and Internet are primary objectives set for the project.

The entire work of the District Collectorate, and thereby the files, can be classified into various functional areas. DC*Suite is designed in such a way that, the file can be categorized as falling under a specific functional area by a single mouse click. Once this is done, the further file processing is automatically guided by the System. This is made possible in DC*suite as the software is tightly coupled with the functional areas. This makes DC*Suite the best suited work-flow based system for the District Collectorate.

The software is developed using Web and Portals technologies along with a proven RDBMS. Open Software Technologies is utilized wherever appropriate. The applications, which are of public interest, will be given access through INTERNET, SMS and Touch Screens based Kiosks using standard software and web interfaces. DC*Suite is developed in Linux-Appache-MySQL-PHP (LAMP).

A centralised integrated computerised personnel and payroll information system will help the government to get details of any employee immediately, achieve highest level of transparency in dealing with the employees, more consistent application of rules etc. On the payroll side, accurate and automatic payroll processing is facilitated. It also ensures that the rules and regulations are uniformly applied to all employees there by avoiding complaints and thereby achieving better employee relations.

The system Addresses all requirements in Service, salary, Income Tax and Accounts matters. Centralised database helps in quick decision making and applying rules and regulations uniformly for all employees. Activity driven procedure linked data capture is ensured. All reports are generated in PDF format. Provision is available to send alert messages to employees, when payments are credited. Provision to generate Identity Cards is another facility.

NIC Kerala started using Joomla Content Management System way back in 2005 and has developed around 40 sites for the state and central government organizations and hosted at NIC Kerala Data centre. The websites of Press Information Bureau, Doordarsan Kendra, Kendriya Vidyalayas across the state , Sports Authority of India, Women's commission, Central Excise, Navodaya Schools etc. are now having websites powered by Joomla.

NIC has conducted various Joomla enablement programmes for Kerala State IT Mission and Service providers like, C-DIT, Information Kerala Mission and Keltron, to enable the migration of Govt. of Kerala websites to Joomla content management system. As a result , nearly 50 websites are developed in Joomla CMS and hosted in Kerala State data centre. The respective department users are now directly managing the content without any help from intermediate agency and the websites are being updated regularly, thereby providing latest information for public.

Tetrapds 2.2 is used for ration card digitization and renewal of ration cards. It is implemented in all 69 Taluk Supply Offices/City Rationing Offices in the State. RCMS is a work flow based solution for all citizen services which include issue of new ration cards, issue of surrender and reduction certificates, addition and deletion of members in the card, splitting of ration cards etc. 15 functional modules related to ration card transactions were automated. Allocation of commodities is a workflow-based solution for allocating food grains from the Taluk Supply Offices based on the theoretical requirement of the dealers. CaRE@Schools for VHSE
This module runs in the 375 vocational higher secondary schools across the state and collects data of registered candidates for the public examination. Developed in VB and MS-ACCESS. The data export option generates text file for further transmission to directorate

Portal (http://vhsexaminationkerala.gov.in) for Directorate of Vocational Higher Secondary Education, Kerala State.
A portal has been developed to handle pre-examination related activities of the vocational higher secondary education. All schools have been given a login name and password using which they can access specific activities. This has facilities to upload candidate data of each school, download nominal for each school etc

VHS-EMS For Directorate of Vocational Higher Secondary Education
The results of 60000 plus VHS students were successfully processed and disseminated through web site using this system for March 2008 examination and 30000 students for SAY 2008 Examination in June in the newly introduced grading scheme.

VATonline system is online system wherein the dealers will file their returns and other documents to the department through web-based system. It also facilitates the dealers to request and download the VAT/CST statutory forms online. It has been enabled to e-payment gateway. The online requests for some of the statutory forms will be undergoing online approval process and it will be delivered to the dealers for further use.

Projects Highlights :

The software is particularly useful for the issue and management of leases, permits and licenses to public like Mining Leases, Quarry Leases, Reconnaissance Permits, Prospecting License, Licenses for Building Materials and sand etc. on the basis of central and state rules and regulations. The software also supports various lifecycle activities of the leases like renewals, surrender (area, minerals), death cases, transfer, enforcements, Demand and Collection Balance (DCB), submission of mandatory statements, legal actions etc. The masters developed using this software are linked to the PMS (Permit Management System) for the issue and management of Dispatch or Transportation Permits. There are about 5300 Quarry Leases including Ornamental Stones and about 600 Mining Leases in Karnatakata.

Permit Management System (PMS) software has been designed, developed, security audited and hosted as centralized software. The software is used to issue, manage, control and monitor transport permits to authorize lessees for the transportation of minerals. The software is currently used by the district offices for the receipt of applications and issue of permits. The lessees can also apply for permits from their office and print the permits after paying the royalty to government (through payment gateway or otherwise) and approval from authorities. Integration of Mobile applications, SMS and payment gateway are in progress. For client authentication both Finger Print and Smart cards based Digital Signatures are used. The PMS software is loosely coupled with the Workflow based Total ICT solution for DMG called INTRAMINE.

Rural Digital Services aims :

Administrative Departments have to reply within the time frame to objections raised by the Audit in the Inspection Reports pertaining to nearly 23,000 government offices in the State. Those replies which have not been found satisfactory by the AG will go as Draft Paras. Departmental Notes have to be submitted by the Administrative Departments for the Draft Paras which will be validated by AG. Those Draft Paras for which Departmental Notes submitted were not found satisfactory by the AG will figure in the CAG Report. The CAG report will be placed on the floor of the House (Legislature) and Action Taken Notes have to be given for each Audit Para by the Administrative Departments. This will be reviewed by the Public Accounts Committee (PAC). The committee will also review the Excess Appropriations done by the Administrative Departments. The entire process will be monitored by the Controller (Accounts Management).

User-friendly System-BELE system has been developed keeping the user level of computer awareness in mind. Any user with minimum training can easily operate the BELE. It has been added with number of drop down lists and search mechanism.

On-line and Workflow based system - BELE has been built with workflow process. The reports and forms entered by user will flow automatically to next level as defined by the system. The next officer also can easily open the same and approve or reject it. There is a minimum interaction required to verify and approve the reports and forms.

Secured system - The system is built with strong login authentication. Username and password are of 8 characters of alphanumeric. This makes it difficult for using or guessing the password of others unless otherwise that user has given the password to others.

BELE Functionalities:

This system has got following functionalities to achieve the above process:

MMR Module - Using Monthly Multi-level Report (MMR) Module, the field offices, namely taluks and districts can enter the progress made in achieving the implementation of the various government schemes in their jurisdiction. Here the provision has been made to enter the monthly targets and achievements for each scheme.

Pest Incidence Module - This module makes the field offices to report the pest incidences, occurred in their jurisdiction on day to day basis and fortnightly. This will help the senior officers to know about the kind of diseases that are being affecting the crops and action being taken by the field offices.

Farm Mechanisation Module - Under farm mechanization, the department gives the financial assistance to the farmer to buy the agricultural products. Using this module, the taluk offices can enter the details of the beneficiaries of the various schemes.

Fertiliser Quality Control Module - This module allows the Fertiliser Laboratories to enter the details of the sub-standard fertilizers noticed. This will help the officers to track sub-standard fertilizers and to take action against the parties concerned.

Insecticide Quality Control Module - This module allows the Insecticide Laboratories to enter the details of the sub-standard insecticides noticed. This will help the officers to track sub-standard insecticides and to take action against the parties concerned.

Seed Quality Control Module - This module allows the Seed Laboratories to enter the details of the sub-standard seeds noticed. This will help the officers to track sub-standard seeds and to take action against the parties concerned.

Monthly Progress Reports Module - Using this module, the taluk offices can enter the monthly progress reports of Raitha Sampark Kendra and Taluk in achieving the various activities of the agriculture.

IBIS is an integrated System which assists the Finance Department in generating all the Bi-Lingual (Kannada,English) Budget documents, which are required for the Presentation of the Annual Budget on the Floor of the assembly. The main Budget documents for the Budget presentation, The Annual Financial Statement (AFS), The Appendix-B(Salary Estimates), Supplementary Estimates, ZPlink documents are generated through this integrated software environment.

In the year 2008, two budgets were presented using IBIS: One in bi-lingual format on the floor of the State Assembly and the second on the floor of the Parliament in Hindi-English format. The Budget for 2009-10 was also prepared using IBIS with additional forms and reports.

Letter Monitoring System (LMS): This is a useful package to manage the bulk of letters received in any department. The letters can be moved from desk to desk and even across the departments for actions to be taken, till the letters are filed or disposed. Status of letter like where the letter is pending and for what reason can be known without any time delay. The entire movement of the letter can be traced and action taken at each section or department is made available.

File Monitoring System (FMS): It is a decision support system to monitor, track and help in the speedy disposal of files. Electronic files can be moved from desk to desk and across the departments. Status of file can be known instantaneously All the letters in the file can be viewed. Individually. Section-wise, and department-wise Pendency of files can be obtained.

Court Cases Monitoring System (CCMS): This package is used to manage efficiently the number of cases received, petitioner/respondent details, court orders, cases having hearing date the next day etc. Integration between CCMS and FMS enables case related files to be tracked and status known whenever required.

Document Management System (DMS): This package is an essential tool to track the documents like Circulars, Notification and Government Orders. The system consists of a friendly interface where the users can create the Documents, move the document for approval, scan and upload it. Content search and the specific search provided by this system enable the user to reduce the delay in search the required documents.

Disciplinary Enquiry Cases Monitoring System (DECMS): This package is an essential tool to monitor various enquiry cases initiated by the Department on the government employees. The system consists of a friendly interface where the users can input the details of all the case details, officer details and enquiry details. This application is integrated with the File Monitoring System.

Integrated Mutation Process (IMP)is process wherein the transactions result in partition of land will under go podi transaction along with regular sale or inheritance transaction. The result would be updation of textual and spatial data simultaneously. In the absence of IMP average delay in podi after partition of land on the textual data was approximately 20-25 years. The spatial data, which depicts the ground reality, was never in sync with the textual data. Karnataka Government has brought amendment to Karnataka Land Revenue Act making pre-mutation sketch compulsory for all the transactions. BHOOMI software has been enhanced to capture the details of pre-mutation sketch and surveyor has been introduced in the mutation process to ensure that proper podi takes place simultaneously along the any other type of transaction. Pre-mutation sketch would be used for podi and surveyor need not go to field once again for any type of measurement. Lot of changes has been carried out in software to change the workflow of request, scan the sketches, to facilitate simultaneous transaction on same land parcels after changing first one to normal transaction and subsequent one as integrated mutation taking care of podi activity of previous transaction also.

BHOOSWADEENA-

BHOOSWADEENA system would :

1. Facilitating LAO in generating 4(1) notification, which is digitally signed.
2. Facilitating LAO for generating de-notification, which is digitally signed.
3. Facilitating LAO for generating draft 6(1) notification.
4. Facilitating dissemination of these notifications through WEB for information sake and digitally signed and bar coded notification to citizen through village telecentres / Bangalore-one centers at price fixed by Government.
5. Facilitating the concern authority in Government to digitally sign the 6(1) notification and dissemination of the same.
6. Facilitating LAO to submit court stay or vacation of stay on notification or de-notification thereby effecting the similar changes in BHOOMI database to avoid in-convenience caused to the public.
7. Facilitating automatic initiation of transaction for transferring lands acquired to acquiring body after 16(2) notification.

There are about 55,000 villages in the state. The management of Basic Amenities/Services such as Drinking Water facility, Electricity, Education, Health, Women & Child Development, Distribution of essential commodities through Fair Price Shops, Agriculture Services & Veterinary Services, Distribution of Old Age and Social Security Pension & the disposal of Revenue Cases is the responsibility of the State Government. The web based 'Basic Services/Amenities Management System (PARAKH)' is developed to effective monitor the same. This has facilitated effective monitoring at various levels i.e., collectors at the District level, the Directorates and the Departmental Secretaries , the Chief Secretary and the Hon'ble Chief Minister at the state level at Mantralaya and improve the delivery of Basic Services/Amenities in the rural areas of the State.

A Perfect Communication Plan is an essential component of an effective Election Management System, as it enables micro-management of elections, concurrent tracking and evaluation of issues and mid-course corrections. Project ComET is implemented to computerize Communication Plan covering all the Polling Stations of the country for efficient Election Tracking. ComET is SEARCH enabled Database of Polling Station level communication contact points for focused tracking on the poll day. The Plan operates through a well structured multi-layer Communication Teams (CTs) at ARO (Assembly segment level), DEO (District Level), CEO (State Level) and ECI (National Level ). It helps the 'perception management' and creates a huge 'psychological presence'. It helps the prioritization for intervention and builds confidence. Communication Teams will have clear demarcation of geographical areas and communication-related responsibilities geared to quick crisis resolution and grievance monitoring and information flow.

There are about 52 Departments in the State. These Departments are responsible for Policy formulation & its implementation, Initiation and effective Implementation of various developmental Schemes & Programmes & its Constant Monitoring The main hindrance in the effective monitoring and planning is the absence of right data at the right time which is the key to right decision and effective monitoring. The system 'Performance Management System (Chief Minister Monitoring Programme)' is developed for capturing the details from the field level offices and its compilation. The system generates various statistical & Detailed Reports at different levels besides graphs, PERT charts and thematic maps for effective monitoring. This has facilitated the state Government in appropriate policy formation & its implementation, identifying the problematic areas and resolution of the same and thus speedy implementation of the Scheme and execution of the Project.

There are about Seven Lac Government employees working in the State. Software , under implementation, will generate the Gradation List of all cadres of all the Departments in the State. Functionality of the software will be extended to utilize this employee data for promotion , transfer/posting , leave management and other Human Resource Management activities apart from final publication of Gradation lists. Also, it is proposed to disseminate it over the net for transparency.

The Scope of the Project is

Bhu-Abhilekh is a ISO certified, G2C (Government to Consumer) and G2G (Government to Government) application software product designed and developed by NIC for the Office of the Commissioner, Land Records and Settlement, Department of Revenue in the Madhya Pradesh government, to deliver excellent grass root governance within the domain of Land Management.. Bhu-Abhilekh comprises a computerized master database of land records that stores plot-wise and owner-wise details on land, crops, revenue, irrigation, demand, collection, land type, tenancy, and so on. This data can be retrieved, changed and updated. The system also allows periodic reports to be generated and issued to landowners including the two important documents Khasra -the record of Rights (ROR)- and Khatauni.

Finance Department entrusted the NIC, M.P. state Centre with the responsibility of designing, developing and implementing an appropriate computer-based System for Maintenance, Management & Monitoring of Contributory Pension Scheme accounts in the month of February 2008. A Web-based application has been developed for maintenance & management of Contributory Pension accounts. The basic input to the system is the details of Employees & monthly contribution amount. The System facilitates the following:

SARATHI software has been implemented to issue computerized Learner License, Permanent Driving License, Conductor License and Driving School license to the citizens. The photograph, signature and thumb impression of the applicants are registered/recorded in the System on the spot while obtaining Driving Licence.

This system has revolutionized the style of living of the islanders. Now, they are planning the journeys in advance and also purchasing tickets in advance and their life is made easier. The detail of vouchers and challans such as deductions, the components forming the gross amount of the bill, head of expenditure wise expenditure etc. is maintained through the software. Detail of pending bills and cheque amount help the District Treasury Officers and State Government to arrive at the total liability of the Government and control the overdraft position of the state. The expenditure can be viewed vis-à-vis the budget allotted; the payment for various operational schemes can be monitored and controlled.

TISP monitors budget, receipts, expenditure and stamps inventory data. It also addresses pension payment details of retired Government staff and various welfare schemes started by the government.

The Common Integrated Police Application (CIPA) is a multilingual application to automate the processes (workflow) at primary sources of data itself e.g. Police Station and to build a crime & criminal Information system based on CrPC. It provides an efficient way of organizing crime records for generating queries/reports and crime analysis for decision support.

The portal also facilitates the officials to store registration details of ex-servicemen and widows for further processing and to generate identity cards. The portal enables the concerned authorities to generate and monitor the monthly progress reports at various levels. General purpose forms required by ex-servicemen and widows are available on the portal.

Citizens are very closely associated in the process of information collation; as the monthly report is being prepared on 5th day of every month. One this day, Gram Sabha meeting is scheduled for every Gram Panchayat, which is participated by PRI representatives and government functionaries working at village level. ?Gram Prabhari? also visits the village habitats and gather their feedback on the status of service delivery. In this way, the input comes directly from the grass root.

The state level monthly review is chaired by the Chief Secretary himself, participated by the sector heads at State level. Reviews are being organized using NIC?s Video Conferencing facilities available in Districts. This is attended by District Collectors and District Level Officers at remote ends.

Necessary operational training was also awarded to all the officials of branches covered in phase-I. Structure Cabling was done at RSCB HO (250 nodes at seven story building) and RSCB/DCCB ROs & its branches. All the branches covered in Phase-I are fully computerized and some branches of DCCBs are working on core banking solution.

The manual process of preparing the New Chausala is completely discontinued. The computer generated Chausala are being used by the Patwari in the field. The copies of RoR are being issued from Tehsil Computer Centre (Apna Khata Centre) regularly. However the manual process of providing the copies of RoR in field by Patwari is in practice. Hence both the systems exist. Under second phase of LRC 647 Revenue offfices have been strengthen and upgraded existing hardware . The dimensions of project is as under :

(a) At Tehsil Level :

The prime goal of Land Records Computerization is to store all information regarding land in systematically and logical way so that information is easily retrievable according to the requirement of the farmers and administration. The copies of RoR are being issued from Tehsil Computer Center ( Apna Khata Center) on regularly basis. The manual process of preparing the new chausala was discontinued since 2003. The computer generated chausala are being used in the field. However the manual process of providing the copies of RoR in field by Patwari is in practice. The replication of data is being also maintained at district level for all the Tehsils pertaining to a district for backup.

(b) At District Level :

The authorized copies of RoR are also being issued from District Data Center. Operational trainings have been provided to more then 3500 revenue officials for smooth execution of the project . In addition to it, the regular refresher training programs are being organized from time to time.

(c) LRC On web :

First and most forward state as in LRC for hosting the entire state land records data web for public use. The details of land can be view on http://apnakhata.raj.nic.in web site. The certified copy can be obtained from the authorized centre. The Govt. of Rajasthan has authorized Kiosks holders to obtain the Land Records Copy from the Internet on payment basis as prescribed, which is valid and legal for all purposes. At present the project has been successfully launched in all 33 districts of Rajastha at tehsil level. It makes the commitment of transparent and efficient management in government. The data are available in Hindi. A common man can retrieve his/her land details by just providing the tehsils name,village,khata number. The data are being updated at state centre on regular basis.

Impact of the project

The prime beneficiaries under this project is all land holders whose revenue records is can be viewd on click from tehsils/cyber kisosks/Internet. The stored information is easily retrievable. A common many view records. It facilitates fast searching by just giving any of the parameter by selecting a village viz Khata number,Khasra number ,Owner name. The copies of records are highly on demand by NGOs?, PWD, Urban Improvement Trusts, Land Banks, Irrigation Department &Co-operative; Banks etc.The process of manual preparation of chausala is completely discontinued The computerized jamabandai is made available to all field officials. The information is easily accessible by different officials from any other corner of the country. Thus it can be used various planning purpose.

At workstation khasra maps are scanned ,stored & retrieval for future reference fro all the villages of the state. These maps are also used for cropping of desired partition to the common man. The key task of department is to scale a map into hectare, mosaicing of sheets , digitized boundaries etc work is done by using Microstation V8 GIS software. The user have been provided intensive training for their day-to-day work. Thereon an application named as ? MILAN ? developed and implemented to use the LRC data for Settlement processes purpose. The government has re-engineered the processes and issued the circulars in this regard

Presently, LRC soft data is a main source of data for the beginning of settlement operation for the department. By using this software final records like Bandobast and related reports are generated. The department has scanned 45 Tehsils khasra maps and stored and made available to their offices like SO/SDM/TDR for the issuance to public. The report generated by Milan software is appreciated by the government and department is keen to under take all the process which NIC suggest for their computerization.

Impact of the project

The prime beneficiaries under this project the people of those tehsils where settlement process is going on and they are immediately getting the Misal report. Which help them in identifying new number and updated status of their land. The record writing work is to be repeated by the revenue department which has been resolve at one shot. Hence , with this application people and government both are directly benefited.

HEALING is a comprehensive MIS developed and implemented for Medical Health & Family Welfare department, Government of Rajasthan. The system enables the department in effective and efficient delivery of health services by providing online monitoring mechanism. HEALING is a web based application which is available on 24 x 365 basis and has a scalable system architecture. It includes modules for Disease Surveillance, Malaria Monitoring, Drug Control, Routine Immunisation, Patient Record Management, Cold Chain Equipment Monitoring, Pulse Polio Monitoring, Acute Flaccid Paralysis Surveillance, Sterilization Monitoring, References Monitoring, Water Disinfections Monitoring, Disease Outbreak, etc. Access to system modules is based on user level. The applications have been developed to meet the requirements of the state government and the information needs of GoI as per the WHO guidelines. The system has a very user friendly interface and attempts to minimise redundancy in information collection/ compilation.

The Question Monitoring System is being used in the Questions Branch for receiving questions from any member. Entire process of approval of questions by Hon?ble Speaker and subsequent listing is facilitated by this system. Temporary and final list is prepared thourgh the system. Letters to hon?ble members as well as for departments are generated at different stages. Appropriate interface has also been provided on the web site of Rajasthan Assembly where daily question lists are made available. A huge database has been created of all the assembly questions, since 1994.

The Reporting Information System implemented in the Editing Branch is a Client-Server application. To implement the system, computers have been provided to all the reporters and the editors . These have been connected to the server through the LAN for the Editing branch. Every reporter prepares his part of the debate using the system. Consolidated Report of proceedings is prepared by the Editor using the software. This has been a very significant achievement, as Rajasthan Assembly is among the first three assemblies throughout the country which have implemented the system. As further extension of the system, unedited version of daily proceedings is made available on the web site of Assembly (http://rajassembly.nic.in). The system was inaugurated in the house by H.E. the Governor of Rajasthan, in the presence of Hon?ble Speaker, Hon?ble Chief Minister and other members. Hindi has been used as the interface language for the user. In addition, A system has been implemented to maintain details of all press clippings of leading national and local newspapers. A system has also been developed to provide information regarding government & private bills. Public Representative Information System maintains details of all the public representatives so far in the state since creation of Rajasthan (i.e. 1952) and positions/ministries held by them.

NIC State unit has extended support in validation of the data and necessary application has been built to provide various analytical reports on interim and final data. Wide usage of the data by various departments and agencies for upliftment of the poor. Data used by Rural Development department, Deptt. of Food , Education, Medical and Health, LIC, World Bank, ICICI bank, IL & FS, Bartronics.

The software is implemented in all 38 Treasuries and 110 Sub-Treasuries. The portal (http://fin.raj.nic.in) has also been deployed for monitoring daily cash flow by finance department. Another sub-system of Pay Bill generation and data depository has also been implemented for the benefit of over 600 thousand employees. For pilot run, the web portal (http://paymaster.raj.nic.in) has also been launched to provide details to Secretariat employees.

Pre polling activities include computer support for nomination, polling party formation, counting party formation, area & zonal magistrate appointments, route chart preparation, etc. Reports of Law & Order are transmitted to the state headquarters using NICNET. It is also utilized to send polling information. Post polling activities supported by NIC centres include computerisation of counting process, results processing and results analysis. In the elections of Assembly and the parliament, results are also transmitted to the office of CEO/Election commission & Doordarshan. Services of NIC have been utilized and widely appreciated in all the districts by the election department. This includes revision of electoral rolls and polling booths, installation of hardware and software procured by election department for every district.

For the first time ever in the country NIC Rajasthan had created an online system for transmission of information pertaining to various stages of election starting from nomination to results. The online information is maintained on the website of election departmenthttp://ceorajasthan.nic.in

The trained resource person is operating the registration work in additional to LRC work.

Cyber Cafe:Presently 950 Cyber cafes are authorized to issue RoR in all 32 districts. Out of located 635 in rural area and 315 in urban area. The Cyber café are issuing the RoR from 1st January 2006. By this time they have issued more 165000 copies. The owners of cyber have managed their own hardware and Internet connectivity. They are allowed to access the site and issued the authorized RoR.

Malnutrition rates are high in the state (39%) despite availability of tools and the challenge is to effectively deliver quality services to each child and mother. Given the spread of ICDS, Quality Monitoring is a challenge.

The Application leverages the strength of the web to build an online history sheet of each Anganwadi Center (based on template based Daily, Monthly and Yearly Inspection Reports uploaded by the different stakeholders of the ICDS projects). Training, monitoring, quantitative ranking and incentives are built around these available information so generated, so as to achieve a high quality of service delivery. The Reporting templates and MIS Reports in ICDS Application are configurable, and inspection reports are either uploaded after pre-processing or fed online.

Anganwadi Centers (AWCs) are individually being monitored and followed up on quality services in health, supplementary feeding & non-formal education, based on the outputs received from the application. Citizenry and Public representatives can access information on AWCs over internet in English and Vernacular. Consolidated information on performance based ranking of ICDS projects through the Application has been extremely useful in the state.

The Application provides for the following main features:

1. Prioritization of ICDS objectives, assigning numerical rank to each AWCs and linking annual, monthly and daily inspection status to create a publicly accessible history sheet on each AWC.
2. Uploading of comprehensive AWCs information by the CDPOs and online verification by the supervisory officials.

CDPOs enter daily inspection reports, and upload annual and monthly AWC status reports.

The Directorate of Internal Audit conducts regular internal audit (IR) of the state government DDOs. The Application provides a common platform to the Audit Officers, DDOs and monitoring officials in different administrative layers of the state government to conform to the Delegation of Financial Procedures and Rules of Tripura.
