| Description |
NIC Jharkhand developed an application for providing G2C services from the Kendra. The web interface (http://www.jhr.nic.in/csc) presents a Citizen and a Government interface. The e-Nagrik Sewa software facilitates submission of application forms by the citizens for issue of certificates like Caste, Birth, Death, Residential and Income. The citizen interface provides for the submission, tracking and monitoring of applications along with the facility to download forms and guidelines issued by the government from time to time. The Government interface provides for updating the status of the applications submitted and generates the Certificates using the utility link.
Development Platform
The software has been hosted on state of the art Data Centre of NIC. The development team has used windows environment with ASP.Net as the front end and SQL server database as its backend.
Features of the Application
- Citizen applies for the issue of Certificates like Caste, Birth, Death, Domicile (Residential) and Income at the kendra. The authority at the kendra helps in generating the required application form and the list of required documents through the web downloads. After receiving the filled up application and the prescribed fees, a receipt with acknowledgement number is generated. The acknowledgement number is used for tracking the status of the application.
- The applications are processed through the normal channel of the office. The concerned officer updates the status of application at his/her end, as Received, Ready or Issued with remarks, if any.
- The designated operator enters the necessary parameters after it is processed in the office. The in charge of the concerned certificate will verify the entry. Then the certificate is printed, signed and issued. Subsequent modification/ duplicate printing is allowed after authentication.
- The citizen can know the status of his/her application from the citizen interface. The grievances if any, can be mailed to the respective Deputy Commissioner.
Role Based
The whole operations are Role based and controlled through secured and encrypted passwords.
The users acts on the following ROLES
- Circle Administrator: Creates role wise users.
- Application : Receives the filled in application forms and generates the acknowledgement
- In charge: Updates the status of the application forms of respective Certificates. Verifies the entries done by the Operator for generation of certificate.
Operator: Does the entries of application forms and generates the certificates using the Utility link.

- Samvad Software (Web based Complaint Monitoring System)

The web based system provides a public interface where a common citizen can lodge grievance to the District Administration. An Acknowledgement number is generated which is useful for future reference.
- The Complaint Administrator marks the petition with the instruction to the Concerned Officer assigning time frame for disposal.
- The concerned Officer, using his login receivers the pending grievance and takes the necessary action on the complaint.

Personnel Administration And Accounts For Central Establishments (PACE)

| Description |
The integrated personnel, payroll and Accounts information system titled "Personnel Administration & accounts for Central Establishments (PACE)" is a Web based application developed by National Informatics Centre, Kerala State Centre. The system has been developed with a view to cater to the Administration, Payroll and other Accounts matters of all Government establishments. A centralised integrated computerised personnel and payroll information system will help the departments to get details of any employee immediately, achieve highest level of transparency in dealing with the employees, more consistent application of rules etc. The system will be well integrated so that changes made in one module will be reflected in all related areas of activity. On the payroll side, accurate and automatic payroll processing is facilitated. It also ensures that the rules and regulations are uniformly applied to all employees there by avoiding complaints and thereby achieving better employee relations.
PACE has been implemented at NIC Trivandrum, NIC Lakshadeep and replicated to NIC Chennai, NIC Banglore, NIC Gandhinagar, NIC Bhopal. Also implemented at Central Administrative Tribunal(CAT) Cochin, Debts Recovery Tribunal(DRT) Cochin, Government of India Press Trichur.

A-Level Equivalency for Class-X Examination for Department of General Education

Kerala Government started the A-Level Equivalency examination for class-X from 2008 to enable over aged and other candidates to get a class=X equivalency certificate. NIC has designed and developed the necessary software for the examination. In 2008, 70,000 candidates appeared for the examination and the result has been successfully processed using the software.

Bank Recovery Incentive Schemes (BRISC) for Directorate of Institutional Finance
| Description |
The State Government of MP has approved an incentive scheme for the participating banks with a view to achieve the objectives for recovery of bank dues. As disbursement of loans to beneficiaries under government sponsored schemes are target oriented, very often recoveries are not up to the mark. Under the BRISC Scheme the Banks were required to pay to BRISC account 2.5 percent of the amount recovered under RRC filed cases with the help of the Government (Revenue) authorities.
Software empowers the State Government and Bank Administration to monitor the recovery against the loan to reduce the revenue losses. Software also assist to analyze the data on various parameters.

Rate Analysis System (RAS)
| Description |
The main object in for the development of this s/w is to minimize the effort and time required in preparation of Schedule of Rates (SOR), eliminate human errors in calculations (as the preparation of SOR involves very complex calculations), difficulty in adding transportation cost involved as it varies from one place to another, bringing transparency in the whole process of preparation of SOR, minimize the manpower involved when ever SOR is prepared or revised (Whenever market rates of basic item changes). Development of this package, which is in bi-lingual form, solved the problem of generation of SOR in local language, as all the official work is done in local language. This package helps in preparation of the SOR for the Rural Engineering Services, Govt. of M.P. in implementation of civil construction works scattered in the remote districts of the state.

e-Gram Suvidha is a Geomatics-based Decision Support System towards creation and management of various village-level facilities in rural areas. OAS comprises of four generic and customizable modules to automate the internal processes of any government office.
- DDMS (Diary and Dispatch Monitoring System): DDMS is generic solution to manage and monitor the receipt and dispatch of mail and its movement. It is implemented at a number of locations in different departments/officers.
- CCMS(Court Cases Monitoring System): To facilitate departments in maintaining and monitoring court cases pending in different courts (e.g. Supreme Court, High Court, District Court, Labour Court, Consumer Court, etc). CCMS was procured from NIC, Gujrat and customized according to the requirement of Punjab Govt.
- CoIS (Courts Information System): A generic customizable solution to manage administration of the court related activities of the officers holding the courts.
- MMS (Meeting Monitoring system): MMS provides single point solution for organizing various meetings in the department. It assists in generation of agenda items, memos for the meetings, recording of minutes, action status, etc.

CORD, Computerization of Registration of Documents, is an application package developed to automate the Registration Offices of the State of West Bengal. generation of Assessment Slip containing the Market value, Registration Fees & Stamp Duty payable is generated by the system
The total work flow for completion of Registration Process has been automated. Capturing of Photo & Fingerprint, generation of endorsement sheet has greatly reduced the total time taken to complete Registration. In fact within 30 minutes a registration can be completed
Various Post Registration Services module like Searching of deed by name or property details, Inspection of Deed and Other Minor Registers have been incorporated.

With the recent initiatives of e-Governance movement, B2B, B2G for the Port based services has gained a lot of significance for improvement of quality, simplifications and transparencies of the services. With these objectives in mind, Indian Port Association has taken initiatives for establishment of national level one stop business communication facilities called, PCS (Port Community System), for exchanging B2B & B2G related messages covering both National and International stakeholders.
From the perspectives of Port business processes, above mentioned initiatives has resulted in standardization of exchange of information between Port and it�s stakeholders through well defined messages. These set of messages may be considered as the first step towards standardization for Ports� Business Activities. NIC being the only national level organization, already involved both at central level (IPA) and at port level for more than last 10 years, has realized the new requirements by incorporating the seamless integration of PCS & EDI messages and packaging the Port application software as iSPOMS based on the software originally designed and developed for HDC.
iSPOMS is the software product to perform management of Port side business activities across the various sections within the port in an integrated manner and helps for exchanging business related messages between stakeholders using ICT.

Information Technology has become a strategic resource to the Government Accounts with NIC Support. NIC has taken up software development project of COMPACT (PAO-2000) in consultation with the office of CGA, to align the Information Technology with business rules of PAO's and to bring efficiency in various processes performed in the PAO offices. The software was officially released on 17th September, 2001. Since, then several Pay and Account Offices of different ministries all over India have started implementation of this package. The PAO-2000 software is at the lowest level of Accounting and it provides information to higher leels of accounting systems for further processing.
The software covers all the major accounting functions i.e., Pre check, Compilation, GPF, Budget and Pension. The software supports the batch upload and integration of day-end financial data to a central database which drives a web enabled application e-Lekha for fiscal management and supplies data to e-Samarth a website for GPF solution for CISF and other stake holders.

COMPACT RAMS is a software solution for the ZAO Offices of Central Board of Direct Taxes (CBDT) for bringing efficiency in various processes performed in the ZAO offices. The software was officially released on 08th August 2007.
The COMPACT RAMS software is at the lowest level of Accounting and it provides information to higher levels of accounting systems for further processing. It covers all the major Accounting functions. The software supports the batch upload and integration of day-end financial data to a central database, which drives a web, enabled application e-Lekha for Financial management.
The application captures the accounts data from the original source i.e. the challans from banks to improve the quality of data used for compilation and consolidation of accounts.
Functional interfaces among various modules to enhance data integrity and to enforce process validations. Electronic incorporation from text files viz. Challans received from various banks, daily Bank Scrolls and online reconciliation with challans. Penal Interest calculation on delayed remittance.
Some of the features are:
- Generation of Monthly Consolidated Accounts data in the electronic format.
- Generation of various managerial reports for expenditure analysis like, Date Wise Monthly Statement of Payments and Receipts (DDO-wise).
- Bank reconciliation statements for Outstanding, Variance and Only in Scroll challans.
- Different reports required by the ZAO for smooth functioning of department such as Annexure C, Annexure D etc.
- Auto generation and printing of Penal Interest facilitated through software.

CDDO 2 PAO

| Description |
CDDO2PAO, is a software package which facilitates the electronic flow of data viz. Vouchers, Challans and GPF schedules from Cheque drawing DDOs (CDDOs) into the COMPACT software running at various Pay and Accounts Offices of the Government of India. This will immensely benefit those PAOs, which have a large number of CDDOs (viz. PAOs of the Ministry of Home Affairs, CBDT, CBEC, etc.,) and the feeding of LOPs and Challans requires a lot of time and effort at the PAO while feeding the above mentioned compilation entries. In addition, the GPF schedule entries for each subscriber have to be entered manually at these PAOs into the PAO-2000 system. This manual process delays the monthly compilation and consolidation of accounts at the PAOs. In addition, reconciliation of accounts of CDDOs with the PAO takes a lot of time and effort.
Thus, implementation of this software solution at CDDOs has improved the efficiency of handling the data and reduced the time for data porting.

Comprehensive DDO Package (CompDDO)

| Description |
As a part of a G2G and G2E e-governance initiative, NIC has developed a generic Client Server application viz., Comprehensive DDO (CompDDO) for automating all the payment and receipt functions of all the categories of Drawing and Disbursing Officers (DDOs) in various Ministries and Departments of Government of India, State Governments and Autonomous Bodies. The application has been successfully implemented in about 500 DDOs through out the country including the some of the Autonomous Bodies and Public Sector Undertakings (PSU). This software caters to the requirements of all the central government offices covering the functions of both Cheque drawing DDOs (CDDO) and Non Cheque drawing DDOs (NCDDO) including the cheque processing and issuing functions of CDDOs. The software facilitates generation of all kinds of bills viz., Salary, Pay & Allowance Arrears, DA Arrears, Honorarium, OTA, Bonus, Tuition Fee, Contingency Bills, Medical/TA/LTC Bills etc. The software has provisions for maintaining the GPF Accounts of various employees and has provision for Pension case preparation. The software caters to all the five modes of payments viz. Cash, Cheque, Bank (Salary Account), Demand Draft and Electronic Clearance System (ECS).
The CompDDO application has interfaces with the COMPACT software running at Pay and Accounts Offices (PAO). There is a two-way data flow between both the applications. All the types of bills, their schedules, pension cases etc can be sent to PAOs in electronic format. On the other hand, all the administrative and accounting masters along with their budgetary provisions can be generated in the electronic format through the COMPACT software and can be incorporated in CompDDO software to prevent DDOs from misclassifying Accounting heads in the bills. The software also has electronic interfaces with other external applications viz., Income Tax Department for generating the Form 24 Quarterly report in electronic format. G2E The software generates various employee benefit reports like Pay slips, GPF Account Statement, Form 16, Pension Calculation Sheet that are distributed to various employees.

| Description |
CollabCAD is a 3D CAD/CAM Software system for collaborative design & development of Industrial Designs. It provides a total solution from product design, numerical control, visualization, simulation, analysis to content management, workflow and office automation. CollabCAD is an initiative of National Informatics Centre (NIC, Department of Information Technology), Bhabha Atomic Research Center (BARC, Department of Atomic Energy) and Vikram Sarabhai Space Center (Department of Space, VSSC).
CollabCAD is developed on the Linux platform and is available on Windows and Linux (Red Hat, Ubuntu and Mandrake). CollabCAD bundled with Knoppix is also available. CollabCAD is developed using open source software tools such as Java/Java 3D, Open Cascade geometry kernel and supports open standards of data exchange such as XML, STEP, IGES, and VRML to ensure interoperability. It is being used by BARC, VSSC and other government organizations for creating an archival of designs.

Web based Court Cases Monitoring System

| Description |
This web based system is used for maintaining and monitoring the details about court cases for providing certain management and decision support information towards effective handling of the court cases by various divisions/departments of the Ministry of Personnel, Public Grievances & Pensions
.
The system provides / facilitates the following
- Easy access to the Current Status of Court Cases to the Officers enable them to review/monitor their progress with ease and efficiency.
- Monitoring of cases at four distinct levels of users within the Ministry/ Department. At the top level is the head of the department/administrator (e.g. Secy. /Addl. Secy/ Jt. Secy) who can see the details of all the court cases pertaining to his/her department(s). At the second level is the head of division (JS/Director/DS) who can see the details of all the court cases pertaining to his/her division. At third level/controlling officer (e.g. Director/DS), who can access and view the records of all such cases which are being handled by the officers working under him/ her. At the bottom level is the dealing officer (e.g. SO/ US etc.), who is responsible for the entry and maintenance of the case details encompassing its various stages
- Helps in avoiding the contempt of Court by giving a Automatic Alert message for the following type of cases :
- Cases for which filing the reply or necessary action in Compliance of Court Direction is to be taken place within next 30 days.
- Cases whose Date of Hearing falls within next 30 days.
- Helps in managing the accounting details about the fees paid to advocates.
- Direct link to the websites of Indian High Courts & Supreme Court to access the status of pending cases in the respective courts
- Summary of all the Court Cases based on Case Status & Type of Court for the purpose of review and monitoring at all the four levels.
- Password authentication for secure communication.
The system can be used for generation of several significant/useful reports. These include the reports on Pending Contempt of Court Cases, Closed/Decided Court Cases and All Pending Court Cases, besides statistical summary report and an alert report about those cases in which the required action, in compliance of the court's direction(s), is to be taken within next 30 days.
The web enabled Court Cases Monitoring System can be implemented in LAN/WAN environment of any Ministry / Department of GOI. |

File Tracking System (FTS) and Record Management System (RMIS).

| Description |
All Govt. offices deal with large number of Letters/Files. The basic problem in the manual system was repetitive entries at every level of handling a Receipt/File, disappearance of the receipt and lack of a mechanism to track the location of a File/Receipt. As the number of Receipts and Files increases, the problems get compounded and further affect the efficiency in handling files.
Keeping in view the above, a Web enabled application namely File Tracking System (FTS)was developed to serve as a tool to enable the tracking of the location as well as the movement of any File/Receipt, besides for monitoring the pendency of Files/ Receipts with proper user authentication. It has a powerful query sub-system for easy search and retrieval of the records based on any parameter or certain criteria.
This software is based on the guidelines contained in the Manual of Office Procedure (MOP).
Records Management Information System (RMIS)
RMIS covers the activities concerning recording, retention, retrieval and weeding out of Records. The system is designed on the basis of Record management instructions contained in the Manual of Office Procedure (MOP). The system can be used to record the gist of the closed files and to fetch old records as and when required. It facilitates an efficient creation, modification and weeding out of the records in Record Room, in addition to creation of new user accounts and grant of permissions to them. This system can be implemented as an independent system or as an integrated system with File Tracking System.

Online GPF System

| Description |
It is a web enabled system for capturing the GPF workflow online. This system facilitates the online submission of applications for GPF advance/withdrawal as well as finding out the status of the application by the concerned employee, through a secure authentication. Further, the processing officials have the facility to access the rules and statements online, and view the previous advances and withdrawals and other details about the employee while approving/making decisions. On his access to the system, an alert is also sent to the employee whenever a cheque is received from PAO towards the payment of the sanctioned amount against his/her application for GPF Advance/withdrawal as the case may be.

Disciplinary Cases Monitoring & Management Information System (DCMMIS) is a web-enabled application developed by NIC in association with Department of Personnel and Training (DoPT) with an objective of speedy disposal and effective monitoring of the pending disciplinary cases by various Ministries / Departments. The various input parameters to the system are case no, details of CVO, details of accused, source of complaint, nature of complaint, Details of IO, PO, nature of decision, date of final decision etc. The system help the CVO of various Ministries / Departments in processing the disciplinary cases more effectively and thus help in speedy disposal and effective monitoring of pending disciplinary cases. Also, DoPT, CVC and Cabinet Secretariat being the nodal agencies can effectively monitor the pendency and disposal of disciplinary cases pertaining to each Ministry / Department. The system has been implemented for the use of various Ministries / Departments.
