The project e-Kosh is intended for intranetworking of all the 18 district, 1 city and 45 sub treasuries, 3 divisional joint director offices in the state with the directorate using VSAT network to facilitate accessing a common pool of data resources for budget distribution, online bill passing, pension disbursements, receipt consolidation etc. and enable the finance department reporting the latest financial position to government from time to time. e-Kosh is running successfully since April 2005 in all the treasuries and sub treasuries across the state. e-Koshonline provides online information to government departments, DDOs, citizens on expenditure, receipts, budget availability etc. in a classified manner.
NPS (CPS) Accounting System
The requirement is initiated as a result of state government order that employees recruited on or after 1.11.2004 shall be covered under the New Pension Scheme (Contributory Pension Sceheme) that has come out in January 2006.
LoC System
Letter of Credit is issued to the Executive Engineers who are also DDOs of works departments to enable them to draw amount to the cumulative limit of budget mentioned in letter of credit from time to time.
e-Karmachari ( Employee database )
The data pertaining to employees of state government under the categories of Permanent/Temporary/Contract and Contingent is captured and maintained in central server on oracle database. The data comprise personal information, initial appointment information, present posting details, nominee-details besides details of transfers, promotions, disciplinary cases from time to time.
e-Challan
e-Challan is the web enabled software to facilitate capturing of online payments made by the users who have an internet enabled online bank account. The users can make any government payment of any department by simply filling the e-form provided and through the selected bank�s gateway in which he/she has an online account. The data at the end of each day will be communicated by the bank concerned to treasuries for compiling required receipts account.
Pension Management System
Online pension management system is developed and maintained to automate the pension processes at divisional joint director offices from accepting the case to calculation of pension, gratuity, commutation and preparation of orders on pre-printed stationery for issue to beneficiaries, treasury concerned, DDOs and AG office. Pensioners database is created by capturing information of existing pensioners and maintained. Treasuries access the online database to release initial payment and transfer the case to the choice bank of the pensioner. The broad objectives are to track monthly pension payments, evaluate government requirements on pension liabilities from time to time and redressing the grievances of pensioners. Monthly pension payments from banks and treasuries are captured to monitor the eligibility criteria once the pension becomes family pension
Technologies used:
For cost effectiveness, Oracle 10g DB EE is used at central server, Oracle 10g DB Std. Edition 1 is used at Treasuries and free edition of Oracle 10g DB Express edition is used at sub treasuries as a backend database. Visual Basic serves as front end requirement at treasuries while web technologies of PHP, ASP.Net, JSP, Java with web server are used for online software projects mentioned above.
